I am not aware of any

statutory restrictions upon the freedom of Chinese nationals to enter, travel through, or reside in any of the West African territories which would not apply equally to other persons entering those

territories.

If there are any

administrative arrangements; for instance, segregation of European residential quarters, I am sure these can be overcome. Even as things are, the segregation of European residents in West Africa is not absolute, and in any case the medical reasons refer specifically to persons of African race. The settlement of Chinese merchants in West Africa in considerable numbers might well produce an economic problem, but this seems a very unlikely event.
